The November 6, 2011 issue of the Philippine Star announces that:

National Book Store, The Philippine STAR and Globe are now receiving entries for 2011 essay writing contest in the Sunday Lifestyle section.

My Favorite Book contest invites readers to write about their favorite book/s or author/s and why they have touched their lives. Books can be fiction or nonfiction. Make us laugh, make us cry, or just touch us, as your favorite books have touched you.

Submit a printout of your unpublished essay, typed, double spaced and not more than five pages long (1,100 words) and a CD containing the word file. Write your name, age, address, contact numbers and two paragraphs of background information. Also include a print of a passport-sized photo or in jpeg format (not inserted in a document file). Mark your CD and picture as we get many entries. Writers who do not comply with these rules will not have their entries considered.

Weekly prize is P5,000 worth of gift certificates from National Book Store. The grand prizes are P50,000 for the first prize, P30,000 for the second prize and P20,000 for third prize (all prizes will be distributed in 50-percent cash and 50-percent gift certificates). Five honorable mention winners will received P10,000 each -- P5,000 worth of GC from NBS, plus P5,000 cash from The Philippine STAR. Globe will also be giving away Globe Handyphones to the eight grand-prize winners.

Anyone can join except employees of NBS, STAR and Globe and their advertising and PR agencies.

Every Child A Reader Program

The enclosure to DepEd Order no. 70 s.2011 nor the Every Child a Reader Program (ECARP) of the Department of Education does not mention school librarians or school libraries potential role in the literacy intervention campaign via a Reading Recovery (RR) program in our public elementary educational system.

A review of issued memorandum, guidelines and other background information as posted in the Phil-IRI website (Philippine Informal Reading Inventory) that dated as far as 2004, no mention whatsoever about librarians or school libraries as source of the needed reading materials for the literacy intervention.

The latest DepEd memo however do mention of setting up a Regional Reading Recovery Centers (RRRCs) of international standards and procurement of story books for children.

The column of Michael L. Tan on Pinoy Kasi in today's issue of the Philippine Daily Inquirer is about e-books. He offered an insight, which i believe is music to our ears as librarians.

Maybe it’s my age, but I still enjoy books you can hold, turning the pages by hand. It’s really all conditioning and I suspect my kids will take on to the e-books more quickly. But I’m also certain there will still be bookstores and libraries (real libraries) for a long time to come because when you do read a good e-book, you end up wanting to get the real copy. There was one book on child development that I liked so much I ordered three “real” copies to give to friends.

Dayaw 2011 : Indigenous Peoples Month

This year, Dayaw aims to celebrate the cultures of the Filipino people as well as those of the visiting foreign delegates by “understanding the commonalities of the various indigenous peoples.” It also aims to “strengthen/broaden the awareness, appreciation and pride of all Filipinos for our own traditional culture in the context of cross-cultural interactions in a global society.

With the theme “Paghabi ng Ating Pagkakatulad Tungo sa Kapayapaan” (Interweaving Our Commonalities Towards Peace), the festival features many components such as Tanghalang Makulay (a ritual and performing arts festival), Salu-salong Sarap (a food festival), Mga Habi ng Panaginip (an arts and crafts exhibit, focusing on basketry, textile and mat weaving), Sama-sama sa Tuwa (games/sports), and Usapang Dangal at Likhang Paghayag (forum and creative workshop on peace and unity).

The celebration is in consonance with Presidential Proclamation 1906, declaring October as National Indigenous Peoples’ Month. The NCCA has been holding major festivals for several years now in Luzon, Visayas and Mindanao. In 2007, Kalimudan: Panaghi-usa sa Mindanao (Mindanao Indigenous Peoples’ Gathering) held in Davao City in November, featured Mindanao’s ethnic groups. The following year, Timpuyog: Indigenous Peoples’ Month Celebration in Luzon was held in Santiago City, Isabela, focusing on Luzon ethnic groups and featuring performances, arts and crafts workshops, cultural awareness lectures, forums, tours, and a themepark exhibition featuring the traditional houses, cultural resources, practices/rituals, chants, music, songs and dances, stories, traditional arts and crafts, indigenous games. In 2009, the Indigenous Peoples’ Festival was held in the Visayas, particularly in Roxas City, Capiz, called Dungog, with similar activities and aims. Last year, Dayaw 2010 was held in Metro Manila.

This festival aims provide venue for indigenous peoples to celebrate the richness of their cultures; allow cultural exchanges that will foster deeper cultural understanding to sustain a culture of peace; provide opportunity to discuss IP rights; give students and other people a chance to deepen their awareness and appreciation of indigenous cultures; recognize the expertise and contributions of indigenous communities; and advocate for the preservation as well as integration of traditional culture into the national cultural mainstream.

Call for Entries : 2012 PBBY Salanga Prize

The Philippine Board on Books for Young People (PBBY) is now accepting entries for the 2012 PBBY-Salanga Prize. The contest is co-sponsored by the Cultural Center of the Philippines (CCP) and The National Library.

The grand prize winner shall win a cash prize of P25,000.00 and a medal. Prizes will be awarded in an appropriate ceremony to be held during the celebration of National Children’s Book Day in July 2012.

CONTEST RULES

The contest is open to all Filipino citizens except those who are related to any PBBY member up to the third degree of consanguinity. Stories should be intended for children aged 6 to 12 years old. The plot and the sequence must be capable of sustaining an illustrated book of 28 to 32 pages.
Entries may be in Filipino or English.
Entries must be in hard copy, double-spaced, on short bond paper. Maximum length is five (5) pages.
A contestant may send in more than one (1) entry.
Each entry must be signed by a pen name only. Five (5) copies of each entry should be placed in an envelope, on the face of which only the pen name of the contestant should appear.
Together with each entry, contestants must submit a second envelope, on the face of which the pen name shall appear. This must contain the contestant’s full name, address, contact numbers, a short literary background, and a notarized certification from the author, vouching for the originality of the entry and for the freedom of the organizers from any liability arising from the infringement of copyright in case of publication, and affirming that the entry or any variant thereof has (a) never been published nor (b) won any other contest i.e. that it has never won 1st, 2nd, 3rd, honorable mention in any other contest or otherwise been awarded a medal, a citation, or included in a publicized list of meritorious entries to a literary contest.
All entries must be sent through snail mail to the PBBY Secretariat, c/o Adarna House, Inc., Scout Torillo cor. Scout Fernandez Sts., Brgy. Sacred Heart, Quezon City.
All entries must be received by the PBBY Secretariat no later than 5:00 p.m., November 11, 2011.
Winners will be announced no later than December 16, 2011. Non-winning entries will be disposed of by the PBBY Secretariat.

The Ateneo de Manila University Rizal Library, Ateneo High School Educational Media Center, and the Private Secondary School Administrators Association of the Philippines (PRISSAAP), in collaboration with the International Association of School Librarianship (IASL) are seeking papers for the Regional Conference with the theme "Directions for the Future of School Libraries". The Cavite Librarians Association, Inc. (CLASS, Inc.), is pleased to announce its National Conference with the theme “Libraries & Information Centers: Improvements and Innovations” to be held at the El Cielito Hotel, Tagaytay City on October 12-14, 2011.

The conference will gain strategies in managing customer relationship and interactions with our clients; provide participants with many opportunities to learn about technology being used in libraries today; learn more about the Resource Description & Access (RDA), the new standard in cataloging; envision libraries in the future; and discover strategies and techniques in preparing a Library Development Plan.

A registration fee will be collected for the following:

a. Live-in participants: PhP 4,200 inclusive of overnight accommodation with breakfast/dinner in addition to meals and snacks, seminar kits, handouts, cultural tour and certificates.

LLE Survey

The Board for Librarians have been receiving a lot of requests from non-BLIS graduates for them to be allowed to take the Librarians' Licensure Exam (LLE). As you perhaps know, RA 9246 states that only BLIS and MLIS degree holders are qualified to take the LLE, except for repeaters. In view of these, we would like to know how librarians feel about this restriction. The school library media standard, a component of the Philippine Library Standards that have been subject of numerous consultation with various stakeholders in the profession had been finally endorsed by the Department of Education via a DepEd Order no. 56 s.2011 released last July 19, 2011.

The DepEd Order enjoined all Regional Directors, School Division/City Superintendents to encourage their school librarians to adopt the standards in order to render quality [library] service to pupils/students.

UP SLIS Review Classes for LLE 2011

The UP School of Library and Information Studies (SLIS) announces the offering of two review classes for librarians who will take the licensure examination to be given on November 23 and 24. The review program will be held for 12 Sundays from August 14 to October 30 at SLIS in UP Diliman.

An Intensive Review Course will also be offered for from October 17 to 28 at the same venue.

The reviewers are teachers of library and information studies and practicing librarians from academic, public, special and school libraries, who are experts in their respective fields.

Interested parties are requested to make their reservations early because the number of reviewees to be accepted is limited to 90. They will be accommodated on a first-come, first-served basis.

Registration fee is P 3,700 excluding food.

You must be at Batangas Pier at least 30 minutes before the schedule departure of SuperCat. Choose your desired Schedule of departure: 6:30 am; 8:30 am and 10:30 am.

You are invited to submit nominations to the Rizal Award, in commemoration of the 150th Birth Anniversary of Jose Rizal. The award is intended to perpetuate the life and works of our national hero Jose Rizal.

ELIGIBILITY
1. The Rizal Award shall be bestowed upon individuals, Filipinos and foreigners, and upon societies, institutions, or other organizations that have rendered outstanding work in:
A. Stimulating and encouraging works towards the Rizalian concept of love of country and fulfilment of our duties of citizenship;
B. Achieving meritorious individual achievement in the various professions, or promoting , teaching and disseminating the same through proven competence leading to the general benefit of the individual, community, and the country at large in the light of Rizal’s teaching and way of life; or
C. Promoting and encouraging civic and citizenship responsibility as model citizens – incorruptible patriots with the virtue of resisting temptations and misuse of wealth, influence, rank, or power.
2. The Rizal Award shall be divided into two (2) categories:
A. The Individual Award – shall be awarded to individuals, Filipinos or foreigners, who qualify under Item 1 hereof.

B. The Institutional Award – shall be awarded to societies, institutions, or other organizations which qualify therefore under Item 1 hereof.
3. The Rizal Award may be bestowed posthumously upon any person entitled thereto, in which case the same shall be received by his/her legal heirs; if there is no legal heir, by his/her nearest of kin; and if there be no legal heir or nearest of kin, by any person designated by the NHCP to receive the award on behalf of the deceased.
4. The number of recipients of Rizal Awards shall be:
A. For Individual Category – TEN (10) Filipinos and THREE (3) foreigners; and
B. For Institutional Category – TEN (10) recipients.
5. Call for nominations shall be on March 15, 2011 to August 15, 2011.
6. The following shall not be considered for the Rizal Awards:
A. Elected and appointed officials of the government;
B. Heads and members of the Board of GOCCs and GFIs;
C. Members of the Rizal@150 Executive Committee; and
D. Officials and employees of the National Historical Commission of the Philippines

NOMINATION PROCEDURES
All nominations must be received at the National Historical Commission of the Philippines or via e-mail by August 15, 2011. Nominations must be submitted in Filipino or English and must include:
1. Name of person or organization nominated
2. Title and address of person or organization nominated
3. A Proposed Citation for person or organization nominated (50-words limit)
4. Explanation of accomplishment of person or organization nominated (500-word limit) including:
• When were accomplishments made?
• Why, specifically, do you believe the accomplishments merit the Rizal Award?
5. At least 4 reference letters. Reference letters shall be considered confidential. Names and addresses of references should be suggested by the nominator.
6. Nominator information
• Name, mailing address, phone number, fax number and e-mail address
There must be sufficient documentation to support further investigation. Attachments shall not exceed twenty-five (25) pages. All nominations and supporting documents should be addressed and mailed or e-mailed to:

WHO CAN JOIN THE CONTEST?

This is a commemorative project of the National Historical Commission of the Philippines (NHCP).The Contest shall be open to all Filipino citizens from ages 10 to 75 years. Officials and employees of the NHCP and their immediate families, are disqualified to join. Professional photographers are welcome to join.

CONTEST MECHANICS, RULES AND INSTRUCTIONS:

The subject of interest is their local Rizal Monument found in the town plaza, school campus, town hall, capitol grounds, hospital lawn, or on a public park. Each contestant shall submit only one DIGITAL photo entry in JPEG file format using a digital camera. Photo entries should have a minimum resolution of 10 megapixels. Full shot photo of the subject should be included for identification and record purposes. Photo entries must be unaltered. Professional photographers are required to submit both the RAW and JPG photo files.

Each entry shall contain the NAME, AGE, ADDRESS, CELLPHONE NO., NAME OF SCHOOL/OFFICE/ORGANIZATION/PROFESSION of the PARTICIPANT. The entry shall also include a brief description of the subject RIZAL MONUMENT, the date it was erected, and its artist if available. The photograph may include people on the area for scale reference. Only color photo entries shall be accepted. The photo entry should not be renamed.

Each participant shall submit his entry via email transmission to: nhcp@nhi.gov.ph

Those without direct access to the internet can submit their entries to their respective Local Government Unit at least three days before the deadline date to avoid late entries. The LGU will be the one to transmit their entries to the NHCP.

Period of submission shall be from December 30, 2010 to May 19, 2011. The Contest will officially end at 5:00 P.M. of May 19, 2011.

All photo entries received during the period of submission shall be the property of the NHCP. The original owner can retain his digital copy of the submitted photo for his own purposes except for publication.

Photo entries shall be judged according to the following criteria:
Photo composition 25%
Photo quality 25%
Monument appreciation 25%
Message conveyed by the photo 25%

A Panel of Judges composing of 5 members shall select the winning and representative entries. The members shall choose among them the chairman.

All decisions by the Panel of Judges shall be final.

Date of judging entries shall be from May 20, 2011 to June 17, 2011.

Awarding date shall be on June 19, 2011.

PRIZES:
First Prize Php 50,000.00 + Certificate
Second Prize 40,000.00 + Certificate
Third Prize 30,000.00 + Certificate

362 out of 2,180 HEIs

According to CHED, there are 2,180 HEIs in the country today and 362 of it comes from Region IV. Among the 16 regional councils of PLAI, STRLC has the most number of provinces and from the table distribution of HEIs below, we ranked number first as having the most number of HEIs. Hopefully, CHED will also post/publish a breakdown of the table distribution by provinces per region.

Whats is the significance of the data as far as librarians in the STRLC are concerned? Initially, we have now an attainable number to reach to be able to finally identify who are the librarians employed or working in this 362 HEIs within our region. It is safe to presumed that the number of licensed librarians are far more than the 362 if there is at least one license librarian per institution. As per our membership database in the Council is concerned, only 1/3 of these 362 HEIs are known to us having an active members, while the rest of the 2/3 are unknown.

Finally, there is a need to generate a working knowledge of the total number of librarians employed, size of library collection, manpower, and other related information regarding the practice of librarianship in Region IV. A census type of research study will be an appropriate methodology to gather, collect, collate and interpret the gathered data which could be useful for any decision making or strategic planning.

Maybe a student enrolled in a MLIS program could pursue this inquiry as his/her thesis and apply for a CHED thesis grant or perhaps submit a funding proposal in NCCA-NCLIS. Any takers?
