Strengthening Ties, Regional Linkages and Cooperation


Below is the full-text of the address delivered by Ms Lilia F. Echiverri, PLAI President (2009-2010), immediately after administering the oath of office to the Council Officers of PLAI-STRLC at the Audiovisual Room 2 of San Sebastian College-Recoletos de Cavite in Sta. Cruz, Cavite City last January 20, 2009.

Ladies and gentlemen, dear colleagues, a pleasant good morning.

It is a great pleasure, and a great privilege, for me to be here with you today for the Oath Taking Ceremonies and Strategic Planning on the theme -"PLAI-STRLC : Strengthening Ties, Regional Linkages and Cooperation. I should like to express my gratitude to President Marcial Batiancila for the invitation, and to Rene Manlangit, Secretary of PLAI-STRLC, for inviting PLAI on my behalf.

I have come to learn from your experience, and I should like also to share some thoughts with you today. The theme alone reflects on common issues and concerns for effective cooperative undertakings for PLAI regional council librarians and libraries with PLAI taking its lead role.

Working together serves as the venue to renew and strengthen bonds of camaraderie and friendship among colleagues from the regions like STRLC. It is time for PLAI regional councils to reflect the past and plan for the future realistic programs and projects for its regions.

Let me express my heartfelt gratitude to your association in doing the first move. PLAI will not be a success without the participation of all the regional council.

We pray for a fruitful oath taking and strategic planning with all the officers and members of PLAI STRLC to gainfully sharing experiences, knowledge and ideas that will be able to map out the road for greater regional cooperation with regional councils. We wish every council's wisdom in assessing present condition and problem and, discernment in looking for solution for the betterment of the library profession in the regions. The call for Strengthening Ties, Regional Linkages and Cooperation (STRLC) in the areas of education, national information services, training, and library development, among others has been a recurring battle cry of PLAI. As we come to work for strengthening, regional linkages and cooperation, PLAI, therefore, we would like to reiterate this call.

The Library and Documentation Services (LDS) invites applicants for the position:

Specialist - Information (2008-R-44)

Basic purpose : The successful candidate shall develop the Library's capability to deliver digital information to clients by enhancing the Library's online information sharing environment, while using the latest in information technology. This includes giving support to the Assistant Chief Librarian in developing the rice bibliography and eventually assuming all tasks related to database management upon the retirement of the Assistant Chief Librarian.

Major responsibilities:

1. Manage/enhance the library's key electronic database (mainly the rice database, the Dspace repository and other special databases)

* Revise database management procedures/policies as needed

* Spearhead the publication of the Rice Literature Update CD-ROM

* Coordinate regular back-up of files

2. Oversee the hardware/software requirements of the Library

* Install new releases/upgrades of the integrated library system (ILS) as soon as they are available

* Activate enhancements as needed

* Perform basic troubleshooting

* Test/evaluate new products

* Design new platforms for information retrieval

3. Perform other information sharing tasks

* Coordinate the enhancement of the library website to include updates, enhancements, and functionalities to be done in coordination with the Chief Librarian and the Senior Librarian (Readers' Services and Electronic Resources (RSES)

* Render reference service

* Deliver research support by designing current awareness activities/alerts and conducting electronic literature searches for local and worldwide clients.

* Procure technical rice literature from free sources

* Provide orientation/ training to IRRI staff, scholars, and other clients in the use of knowledge-based resources in an electronic environment and in database management; and

* Perform other duties that may be assigned from time to time

Qualification requirements:

Minimum education : BS Computer Science or Bachelor of Library and Information Science (BLIS) or MS Information Science or Master of Library and Information Science (MLIS)

Experience required : 2 years experience in database management; preferably with subject background in agriculture or rice and familiarity with the library environment

Skills and abilities : Advanced computer/programmin g skills, excellent communication skills, excellent organizational skills, strong commitment to service and client-oriented, excellent oral and written communication skills, able to work independently with minimal supervision, good team worker.
