The Professional Regulation Commission (PRC) announces that 278 out of 868 passed the Librarian Licensure Examination given by the Board for Librarians in the cities of Manila, Baguio, Cebu, Davao and Legazpi this November 2007.

The members of the Board for Librarians who gave the licensure examination are Corazon M. Nera, Chairman; Elizabeth R. Peralejo and Elnora L. Conti, Members. Registration for the issuance of Professional Identification Card (ID) and Certificate of Registration will start on Wednesday, December 5, 2007 but not later than December 21, 2007. Those who will register are required to bring the following: duly accomplished Oath Form or Panunumpa ng Propesyonal, current Community Tax Certificate (cedula), 2 pieces passport size picture (colored with white background and complete nametag), 1 piece 1" x 1" picture (colored with white background and complete nametag), 2 sets of metered documentary stamps, and 1 short brown envelope with name and profession; and to pay the Initial Registration Fee of P600 and Annual Registration Fee of P450 for 2007-2010. Successful examinees should personally register and sign in the Roster of Registered Professionals. The oathtaking ceremony of the successful examinees in the said examination as well as the previous ones who have not taken their Oath of Professional will be held before the Board on Monday, January 7, 2008 at 1:30 in the afternoon at the Manila Hotel, One Rizal Park, Manila.

NBDB 2007 Readership Survey

(As our "in-house quality control measure", any post written by the other must be reviewed or checked by the other partner for his/her timely comments/peer review before it got published, hence the delay in some post to be published besides other "task of equal importance" in our own offices/libraries than proofreading an article. Likewise I wrote a lot of draft potentials topics and in various stage of proofreading that some are overtaken by events to be relevant. We just saved them for another day/month and today an opportunity knocks to dust off an old draft and see the light of day albeit revised to conform to the new topic.)


Not too long ago I wrote about the need to conduct a readership survey for the Filipinos as an offshoot to the published Associated Press-Ipsos poll (too bad the link is not working anymore ) regarding U.S. reading habits. I said:

Just wondering if Pulse Asia or SWS would care to do a similar survey of reading habits of Filipinos. Maybe National Bookstore, the other new bookstore chain in the country plus some local publishers could underwrite the cost of doing this timely survey. Every educational institution/stakeholder may find the result instructive in crafting timely intervention to arrest the continuing decline of our educational competitiveness and general reading competency.

It was therefore a joy to learn from the article of Queena Lee-Chua published in the Philippine Daily Inquirer last Sunday, November 25, 2006 Do Pinoys read at all? that National Book Development Board (NBDB) commissioned Social Weather Stations to do a second Readership Survey for 2007. The Readership Survey result will be presented to the public by NBDB on November 28, 2007 at 9 a.m. to 12 noon, at the Discovery Suites in Ortigas Center, Pasig City. Go and read Queena Lee-Chua article to gain an advance insight of the 2007 result for she is an authority being a member of the current governing board of NBDB while we await the full result to be presented to the public with bated breath.

PLAI Regional Councils

Since PLAI-Southern Tagalog Region Librarians Council (STRLC) is the "oldest among the council blog" and up-to-now, PLAI-National has no blog nor website to disseminate this information to our colleagues, we have taken this "role for the meantime" in order to hasten the cooperation or sharing of information between regional council and for better intra-council camaraderie and shared undertaking in the not so far future.

From the 2001 PLAI Constitution and By-laws under Article IV-Organization, the provinces (cities and municipalities) comprising each regional council are as follows:

SECTION 15. REGIONAL COUNCILS. Librarians, as defined in Sec. 6, who belong to each Chapter as provided for in Sec. 12 of this By-Laws, shall organize themselves into Councils as provided hereunder.


Each council shall be comprised of librarians from the following provinces, cities and municipalities:

CORDILLERA AUTONOMOUS REGION LIBRARIANS COUNCIL (CARLC)

CARLC shall be composed of librarians from the six (6) provinces which constitute the CAR, namely: Abra, Apayao, Benguet, Ifugao, Kalinga, and Mt. Province.


ILOCOS & PANGASINAN REGION LIBRARIANS COUNCIL (IPRLC)

IPRLC shall be composed of librarians from the four (4) provinces which constitute Region 1, namely: Ilocos Norte, Ilocos Sur, La Union and Pangasinan.


CAGAYAN VALLEY REGION LIBRARIANS COUNCIL (CVRLC)

CVRLC shall be composed of librarians from the five (5) provinces which constitute Region II, namely: Batanes, Cagayan, Isabela, Nueva Vizcaya and Quirino.


CENTRAL LUZON REGION LIBRARIANS COUNCIL (CLRLC)

CLRC shall be composed of librarians from the six (6) provinces which constitute Region III, namely: Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac and Zambales.


NATIONAL CAPITAL REGION LIBRARIANS COUNCIL (NCRLC)

NCRLC shall be composed of librarians from the thirteen (13) cities and the four (4) municipalities which constitute the NCR, namely the cities of: Caloocan, Las Piñas, Makati, Mandaluyong, Manila, Marikina, Muntinlupa, Parañaque, Pasay, Pasig, Quezon City, Taguig and Valenzuela, and the municipalities of Malabon, Navotas, Pateros and San Juan.


SOUTHERN TAGALOG REGION LIBRARIANS COUNCIL (STRLC)

STRLC shall be composed of librarians from the eleven (11) provinces which constitute Southern Tagalog, namely: Aurora, Batangas, Cavite, Laguna, Marinduque, Occidental Mindoro, Oriental Mindoro, Palawan, Quezon, Rizal and Romblon.


BICOL REGION LIBRARIANS COUNCIL (BRLC)

BRLC shall be composed of librarians from the six (6) provinces which constitute Region V, namely: Albay, Camarines Norte, Camarines Sur, Catanduanes, Masbate and Sorsogon.


WESTERN VISAYAS REGION LIBRARIANS COUNCIL (WVRLC)

WVLC shall be composed of librarians from the six (6) provinces which constitute Region VI, namely: Aklan, Antique, Capiz, Guimaras, Iloilo and Negros Occidental.


CENTRAL VISAYAS REGION LIBRARIANS COUNCIL (CVRLC)

CVRLC shall be composed of librarians from the four (4) provinces which constitute Region VII, namely: Bohol, Cebu, Negros Oriental and Siquijor.


EASTERN VISAYAS REGION LIBRARIANS COUNCIL (EVRLC)

EVRLC shall be composed of librarians from the six (6) provinces which constitute Region VIII, namely: Biliran, Eastern Samar, Leyte, Northern Samar, Western Samar and Southern Leyte.


WESTERN MINDANAO REGION LIBRARIANS COUNCIL (WMRLC)

WMRLC shall be composed of librarians from the three (3) provinces which constitute Region IX, namely: Basilan, Zamboanga del Norte and Zamboanga del Sur.


NORTHERN MINDANAO REGION LIBRARIANS COUNCIL (NMRLC)

NMRLC shall be composed of librarians from the four (4) provinces which constitute Region X, namely: Bukidnon, Camiguin, Misamis Occidental and Misamis Oriental.


SOUTHERN MINDANAO REGION LIBRARIANS COUNCIL (SMRLC)

SMRLC shall be composed of librarians from the six (6) provinces which constitute Region XI, namely: Compostela Valley, Davao del Norte, Davao del Sur, Davao Oriental, South Cotabato and Sarangani.


CENTRAL MINDANAO REGION LIBRARIANS COUNCIL (CMRLC)

CMRLC shall be composed of librarians from the three (3) provinces and two (2) cities which constitute Region XII, namely: Lanao del Norte, North Cotabato, Sultan Kudarat, Cotabato City and Marawi City.


AUTONOMOUS MUSLIM MINDANAO REGION LIBRARIANS COUNCIL (AMMRLC)

AMMRLC shall be composed of librarians from the four (4) provinces which constitute the ARRM, namely: Lanao del Sur, Maguindanao, Sulu and Tawi-Tawi.


CARAGA REGION LIBRARIANS COUNCIL (CRLC)

CRLC shall be composed of librarians from the four (4) provinces which constitute CARAGA, namely: Agusan del Norte, Agusan del Sur, Surigao del Norte and Surigao del Sur.


Comments:

The acronym CVRLC are both shared by Cagayan Valley Region Librarians Council and Central Visayas Region Librarian Council. The people who drafted the 2001 PLAI Constitutions and by-laws must have overlook this small glitch. Hopefully in the amended [final version] constitution duly approved by the GA last November 14, 2007, this small glitch have been resolved to avoid confusion in the use of the acronym.

Librarian Events for December

Contributions to UPLSAA Newsletter

The newly elected officers of the UP Library Science Alumni Association (UPLSAA) would be releasing an online version of the UPLSAA Newsletter this November. In connection with this, they are inviting all alumni of the School of Library and Information Studies (SLIS) formerly known as the Institute of Library and Information Science (ILIS) and originally called Institute of Library Science (ILS) , to contribute any personal or professional article to be included in the issue they are preparing. Greetings fellow Pinoy Librarians!

We will be releasing UPLSAA newsletter (online version) this month. This year, the board decided to release just the online version of the newsletter for environmental and financial reasons. Doing so will allow us to save on publishing and mailing costs, and it will be easier on the trees. It will also allow us to release the newsletter more often (should the need arise), plus we'll have a wider reach if we just published online.

Rest assured that it will still be the same newsletter (but I'd like to think it's even better) because now, we are not hampered by page and postage limitations. We believe that this change is for the better both economically and environmentally.

Anyway, if you would like to have your personal and/or professional updates included in our upcoming issue (new graduates, new job, promotion, change of civil status, delivered a paper, published a scholarly article, received a grant/scholarship) please email us right away with the pertinent information. Please also include your full name, degree and year of graduation from the Institute so we can update our directory (sorry, us old-timers still refer to SLIS as the institute.

STRLC Delegates to PLAI-National Congress '07

PLAI-STRLC sponsored five (5) PLAI-STRLC officers who attended the 2007 PLAI-National Congress held at DLS-CSB Angelo King International Center from November 12-14, 2007. They were: Ms Jane Lantaca-Bebeng (Council Chair/NBOT Dir), Letran-Calamba; Ms Lourdes Soriano (Council Auditor), Laguna Provincial Library; Ms Milagros Pangilinan (HOD/Acting Treasurer), Cavite Provincial Library; Ms Adelina Esperante (NOMELEC), UPLB College of Veterinary Medicine Library; and Ms Theresa Zapanta (NOMELEC) PUP-Lopez. The sponsorship includes payment of seminar and transportation fee.

On the other hand, Mr Rene Manlangit (HOD/Vice Chair of National HOD) will be attending the HOD Meeting on November 14, 2007 at 8:00 am. He together with Mr. Marcial Batiancila and Ms. Charity Mahusay (both of SSC-Recoletos de Cavite) shall attend the GA in the afternoon of the same day.

LLA's Forum and General Assembly

In celebration of the first anniversary of the Laguna Librarians Association (LLA) a forum entitled "Occupational Stress of Librarians" was conducted last November 9, 2007 at the College of Engineering and Agro-Industrial Technology (CEAT) Library, UP Los Baños, College, Laguna. Ms. Marilen M. Parungao, Assistant Professor, UP Manila gave the lecture and openly shared her expertise during the open forum.

Irreplaceable Value of Librarians

I meant to post this article a month ago but apparently forgot, better late than never.
