The National Committee on Libraries and Information Services (NCLIS), under the Subcommission on Cultural Heritage (SCH), is one of the 22 national committees under the National Commission for Culture and the Arts (NCCA), the cultural arm of the government. It is mandated to formulate policy guidelines, as well as plan, develop, and implement programs or projects that will promote the advancement of library and information services in the country, with particular emphasis on the enrichment of the arts and culture collections of libraries nationwide.

VISION

A progressive and knowledge-based Philippines with a network of libraries and information centers providing access to local/global information.

MISSION

Promote and strengthen life-long learning through the development of library and information services, the revitalization of library and information resources on humanities, arts and culture, and the re-tooling of library information.

OBJECTIVES

1. To formulate policy guidelines for the development and expansion of library and information services;
2. To conceptualize, develop and implement programs and
projects that will:

• Upgrade the knowledge and skills of people engaged in library and information services; and
• Promote networking or resource sharing among libraries and information centers.
