The National Library of the Philippines together with the Asia Foundation celebrates the 60th Public Library Day. 

In celebration of the 60th Public Library Day pursuant to Proclamation No. 563, the National Library of the Philippines (NLP) in collaboration with Puerto Princesa City Library (PPCL) and the National Commission for the Culture and the Arts - National Committee of Library and Information Services (NCCA-NCLIS) will hold a 4-day National Conference of Librarians with the theme: "Libraries CLICK as Space for Customers, Learning and Research, Innovations, Community Engagement and Creation of Knowledge" on March 18 - 21, 2019 at the Citystate Asturias Hotel Palawan, South National highway, Tinigulban, Puerto Princesa City, Palawan.

Public Library connects, builds communities

THE nation observed the 117th Public Library Day on March 9, 2017, led by the National Library of the Philippines (NLP).

NLP, the premier public library and repository of Philippine history and culture, is the keeper of printed and recorded cultural, intellectual, and literary materials. Its wide Filipiniana collection, books, bibliographic services, journals, databases, maps, stamps, drawings, and manuscripts are rich sources of information and knowledge for Filipino students and researchers.

There are 1,238 public libraries affiliated with NLP, consisting of one regional public library, four congressional district, 49 provincial, 101 city, 577 municipal, and 506 barangay or community libraries. Sharing of information and materials between NLP and public libraries is through computer link-up eLib. NLP provides public libraries with book allocations.

More public libraries were built with the enactment of Republic Act 7743 on June 17, 1994, mandating the establishment of congressional, city, and municipal libraries and barangay reading centers nationwide.

Public libraries bring NLP services in the regions; bookmobiles or mini-libraries make available books, magazines, and reading matters to barriofolk and rural pupils in remote communities. Books on wheels, forming an integral part of the library system, serves as vital link between local governments and community members, provides access to underprivileged segment of population, facilities various government programs, and stimulates reading habits in rural areas where there are no libraries or reading centers.

Public librarians undergo training and seminar by the NLP to update them in their work and to keep them abreast of latest development in the field of librarianship. The NLP is holding this year as part of Public Library Day a four-day national conference of librarians in Davao City on March 14-17, 2017, with the theme, “The Emerging Libraries: Connect, Collaborate, and Build Strong Communities.”

The country’s first public library was the American Circulating Library (ACL) established in Manila on March 9, 1900. On March 5, 1901, the American Military Governor in the Philippines, through Public Act No. 96, accepted the ACL as a donation of ACL Association to the American Insular Government. Public Law Act No. 1935 consolidated all libraries and created the Philippine Library. In 1916, the Philippine Library, Division of Archives, Patents, Copyrights, and Trademarks of Executive Bureau, and the Law Library of the Philippine Assembly were merged and called Philippine Library and Museum (PLM). Twelve years later, the Philippine Legislature separated the museum from the library; Public Law No. 3477 in 1928 changed the name from PLM to National Library.

Poster Making Contest : 57th Public Library Day

2016 POSTER MAKING CONTEST MECHANICS

1. The poster making contest is open to all public libraries affiliated with the National Library of the Philippines.

2. The poster should be a visualization of the 57th Public Library Day and 2016 National Conference of Public Librarians theme: “Philippine Public Libraries: Moving Forward and Beyond”.

3. Use white illustration board, 15” x 20” in size.

4. Public libraries may use any medium (craypas, water color, crayon, pentel pen, etc.)

5. The entry should be an original work and a certification to this effect from the Local Chief Executive must be submitted together with the public library’s name.

6. The public library’s name and complete address must be written on a separate sheet of paper and stapled or attached at the back of the entry.

7. All entries will become the property of ALPS.

8. The criteria for judging will be as follows:

a. Originality - 35%
b. Pictorial design and composition - 15%
c. Technique - 15%
d. Relevance to the theme - 35%
TOTAL 100%

9. The winners will receive the following prizes :

1st Prize - P5,000.00 and a Certificate of Recognition to 
the Public Library
2nd Prize - P3,000.00 and a Certificate of Recognition to 
the Public Library
3rd Prize - P2,000.00 and a Certificate of Recognition to 
the Public Library

10. The winning entry will be used as souvenir program cover and in other promotional materials in relation to the National Conference.

11. The winners of this contest shall be informed in writing by the NLP Public Libraries Division and shall be recognized and awarded in a fitting ceremony on March 9, 2016 during the fellowship night of the National Conference of Public Librarians at Manila Grand Opera Hotel, Manila.

12. The submission of entries will start on January 25, 2016 and will end on January 29, 2016 from 8:00 A.M. – 5:00 P.M. at the office of the Public Libraries Division, National Library of the Philippines, T.M. Kalaw St., Ermita, Manila.
