MANILA, Philippines — A bill at the House of Representatives is seeking to strengthen the public library law by incorporating the latest electronic technologies available for the establishment of e-libraries across the country, thereby improving the government’s educational programs.
House Bill 8087, authored by Camarines Sur Rep. LRay Villafuerte, aims to strengthen Republic Act 7743, which provides for the establishment of provincial, city and municipal libraries and reading centers in barangays throughout the country.
Villafuerte underscored the need for Congress to amend RA 7743 to keep local government units and their respective constituents updated and at pace with the rapid changes in today’s digital era, and to improve as well the country’s education system.
“The electronic library system shall also be upgraded to the latest system and all cities and municipalities in the country shall be provided with electronically operated library systems,” Villafuerte said.
To provide funds for this massive upgrade, the bill seeks to increase the budget of the National Library to P500 million per year until all cities and municipalities are provided with full electronic library facilities.
The Department of Information and Communications Technology is tasked to assist in providing the cutting-edge computer and electronic library technologies as well as fast and reliable Internet connection, through the agency’s flagship program, the Technology for Education, Employment, Entrepreneurs, and Economic Development Project.

Philippine Public Librarianship : Looking Forward and Beyond

The National Library of the Philippines (NLP) in partnership with Association of Librarians in Public Sector (ALPS), Inc. and National Commission for Culture and the Arts (NCCA) through the National Committee on Library and Information Services (NCLIS) invite you to the National Conference of Public Librarians on March 7-10, 2016 at the Manila Grand Opera Hotel, Rizal Ave. cor. Doroteo Jose St., Sta Cruz, Manila.
This year’s Conference theme is “Philippine Public Librarianship: Looking Forward and Beyond”. The Conference aims to show some initiatives to improve the services in public libraries. The conference shall also provide a perspective on how public librarians shall become a catalyst of change in their own community.
There will be group discussions on some areas/topics such as leadership and management, library services, etc. Moreover, a General Assembly will be held to present updates and provide a venue for discussion of concerns relating to the Association.
Registration fees are as follows (inclusive of meals: 3 lunches, 7 snacks and 1 fellowship dinner (March 9) conference kit, and certificate). Take note however that accommodation is NOT INCLUDED.

The National Commission for Culture and the Arts - National Committee on Library and Information Services (NCCA-NCLIS), The National Library of the Philippines (NLP), in cooperation with the Association of Librarians in Public Sector (ALPS), Inc. and Cebu Public Librarians Association (CPLA) will hold the 1st International Conference of Public librarians on March 19-21, 2014 at the City Sports Club Cebu, Cardinal Rosales Ave, Cebu Business Park Cebu City. The theme of the activity is "The Role of Libraries in Serving Persons With Disabilities (PWDs)".

Call for Papers : National Conference of Public Libraries
In celebration of the 126th Founding Anniversary of the National Library of the Philippines, the Public Libraries Division invites proposals for the 2013 National Conference of Public Librarians with the theme: “The Role of Public Libraries in Preserving Cultural Heritage”. It will be held in Bacolod City on August 28-30, 2013. Preference will be given to proposals that are clearly related to the following topics:
- RA10066 (National Cultural Heritage Act of 2009)
- Preservation of Cultural Heritage
- Disaster Preparedness
- Oral & Written Communication Skills
- Local / Oral History
- Other theme related topics
Submission of Proposals:
1. Proposals must include the following and must be in English:
- Title of proposed presentation
- Name of presenter
- Abstract of presentation (no more than 200 words)
- Short biographical statement
- Passport size I.D. (for the conference proceedings)
2. Proposals should be submitted on or before April 30, 2013:
Full accepted papers must be between 3000 and 6000 words in length and are due by July 15, 2013 in document and PPT by e-mail or electronic copy.
Resource speakers shall be paid a modest honorarium upon full submission and delivery of the paper. Speakers are entitled to board and lodging, and airfare expenses.
Forty-Five (45) minutes will be allowed for the delivery of the paper in the Conference (followed by Fifteen (15) minutes open forum discussions); the full written paper is not to be read.
