Visitors of the PRC website will encounter this pop up message about other websites/fb pages purporting to be official PRC websites. The disclaimer was issued by the PRC to warn the public that they are not official PRC website/fb page.

PLAI Statement : Letter-Complaint to the Ombudsman

PLAI already made known its official stand in the issued Statement of Concern. That revised statement was the result of a series of consultation to our stakeholders and does not prohibit any members from initiating their own actions.

At the outset, PLAI does not agree with the appointment of a non-librarian in any library whether public or private considering the provision of RA 9246 Section 31. But the issue on the appointment of a non-librarian in the National Library of the Philippines is a question of legality considering the different interpretations and stand of government agencies that can answer best this query.

PLAI then would like to know first the opinion of PRC being the implementor of laws related to professionals and CSC being the office that sets the qualifications in government offices, whether laws have been violated or not and follow the due process, hence the Statement of Concern was crafted and was submitted to PRC and CSC for their opinion on the issue so we will know the next course of action to take.

As to Mr. Totanes' complaint in the Ombudsman, PLAI respects his decision and opinion. It's his right to file a complaint before the Ombudsman.

Mr. Totanes' action complemented the PLAI action to CSC and PRC by adding the Office of the Ombudsman to investigate the matter as the appointment of a non-librarian in a government library is an act or omission constituting a violation of our law (RA 9246) and criminal laws particularly on anti-graft and corrupt practices act which the ombudsman has jurisdiction to investigate.

Professionals need not spend to comply with CPD — PRC

The Professional Regulation Commission (PRC) said professionals could comply with the Continuing Professional Development (CPD) requirement without spending a single peso through their employers.

RC officer-in-charge (OIC) Standards and Inspection Division Maria Liza Hernandez said company seminars could provide CPD units to professionals if their employers get the necessary accreditation from PRC.

“The company will only have to pay P5,000 for the accreditation which is good for three years. Then their human resources could apply each of their (seminar) programs for P1,000,” Hernandez explained.

“Once the companies becomes accredited, all of their professionals could get the CPD units at no cost by attending company seminars,” she added.

On Monday, PRC also released a circular allowing government agencies to register as CPD providers for free.

Hernandez said the aforementioned measures are pursuant to the provisions of  Republic Act No. 10912 of the CPD Law, which states that all private and government, are required to include CPD as part of their human resource development program.

Aside from attending seminars, she also explained professionals could get the CPD units through academic means like getting a postgraduate degrees or through other activities related to their professions like becoming a source person or doing socio-civic activities.

For such activities, she said professionals would only have to shell out P1,000 to convert the said activities to CPD units.

“If they will go through this track, then they don’t have to attend seminars anymore,” Hernandez said.

PRC issued the statement after a group professional started an online signature petition at Change.org to call on PRC to review the implementation of the CPD program.

As of yesterday, around 49,000 professional have signed the petition to change the guidelines of the CPD program since they claim it forces them to attend costly seminars from accredited CPD providers in exchange for CPD units.

Under the CPD Law, all professionals are required to obtain the necessary CPD units as prescribed by their respective professional regulatory boards (PRB) to renew their professional Identification Cards.

PRC Memorandum Circular no. 7 s.2017

Manila, July 31, 2017 – Pursuant to Memorandum Circular No. 07, Series of 2017 and Section 13, Article II of Republic Act No. 10912, otherwise known as the “Continuing Professional Development Act of 2016”, the Professional Regulation Commission calls all government agencies including state universities and colleges and government owned and controlled corporations to apply for accreditation as CPD provider and have their programs accredited by the CPD Councils concerned in order to assure that all professionals employed therein can earn CPD credit units without cost to the CPD Provider and the professionals. No accreditation fee shall be paid by the provider applicants.

The following shall be the governing procedures for accreditation:

1. The applicant shall submit all the documentary requirements for accreditation as CPD provider provided in the Resolution No. 1032, S. 2017 or the Implementing Rules and Regulation of R.A. No. 10912 and the Operation Guidelines in the implementation of R.A. 10912 of the concerned profession.

2. Upon the approval of the application for accreditation as a CPD Provider, a Certificate of Accreditation shall be given to the applicant.

3. The Accredited CPD Provider shall apply for the accreditation of its program/s to the CPD Council at least forty five (45) days prior to its offering.

4. If a program shall be offered to multiple professions, the program shall be applied to all concerned CPD Councils.

5. After the approval of the program by the CPD Council, provisional credit units will be assigned to the program.

6. The CPD Council shall monitor and evaluate the implementation of the CPD Programs.

7. After the submission of the Monitor’s Report and the CPD Provider’s Completion Report, the CPD Council shall conduct a post evaluation of the program and shall grant appropriate CPD Credit Units.

8. A Certificate of Accreditation of Program shall be given to the CPD Provider.

In the event that the program will be offered for a fee to professionals not employed by the said agency, SUC or GOCC, PRC will require the said applicant to pay the prescribed fee of P1,000.00 for the accreditation of the program.

However, the Commission gives some special consideration to defer the application for CPD units for justifiable reasons such as: medical reason, unforeseen or uncontrolled events (e.g. Martial Law declaration, recent typhoon, fire, et. al.), professionals working overseas, for employment purposes, unemployed or financially handicapped and other analogous circumstances as may be determined to be justifiable by the Regional Director concerned.

With the passage of R.A. No. 10912, PRC enjoins all government agencies to work together in order to attain its primary objective to enhance the professional knowledge and technical skills of the professionals to be globally competitive.

PRC Online Registration for eServices

If you visit the PRC website nowadays www.prc.gov.ph, the above image will appear as pop up window informing the visitor that only those with online appointment will be accommodated for 1) Application for examination 2) initial registration and 3) PRC ID renewal.

Walk-in without online appointment will be directed to register online. There are a number of computer shops will internet access in front of the PRC main office catering for a fee for this new online registration procedure. If you have a smartphone with internet connectivity, you could use instead your cellphone to register online. Uploading an ID picture is a must to complete the registration process and before you could book any transactions (e.g. PRC ID renewal). 

In the online registration form, there is a field asking for the email address and password. Do not enter your yahoo or gmail password. Instead create a new password merely for assessing your PRC account.

4th Philippine Professional Summit

The 4^th Philippine Professional Summit organized by the Philippine Association of the Professional Regulatory Board Members, Inc. (PAPRB) in collaboration with the Professional Regulation Commission (PRC) will be held on on October 29, 2015 at the Manila Hotel.

The theme of the Summit is "Professionals Beyond Borders". It aims to enable the participants to identify their roles, benefits and the challenges that they may encounter with the implementation of numerous Philippine International Commitments in the ASEAN Economic Community.

LLE 2015 Results

The Professional Regulation Commission (PRC) announces that 349 out of 742 passed the Librarian Licensure Examination given by the Board for Librarians in the cities of Manila, Baguio, Cebu, Davao and Legazpi this April 2015.

The members of the Board for Librarians who gave the licensure examination are Yolanda C. Granda, Chairman; Lourdes T. David and Agnes F. Manlangit, Members.

The results were released in three (3) working days after the last day of examination.

Registration for the issuance of Professional Identification Card (ID) and Certificate of Registration will be on May 4 and 5, 2015. Those who will register are required to bring the following: duly accomplished Oath Form or Panunumpa ng Propesyonal, current Community Tax Certificate (cedula), 1 piece passport size picture (colored with white background and complete nametag), 2 sets of metered documentary stamps and 1 short brown envelope with name and profession and to pay the Initial Registration Fee of P600 and Annual Registration Fee of P450 for 2015-2018. Successful examinees should personally register and sign in the Roster of Registered Professionals.

The date and venue for the oathtaking ceremonies of the new successful examinees in the said examination WILL BE ANNOUNCED LATER.

National Competency Based Standards for Librarians

A Second Consultative Workshop for the Adoption and Prescription of a National Competency Based Standards for Librarians (NCBSL) by PRC will be held on September 5, 2013 at The National Library of the Philippines Auditorium.

In connection with this, the Board for Librarians is inviting librarians from all types of libraries such as academic, school, public and special who are also members of the different professional library organizations to participate in the Second Consultative Workshop. The draft of the Standards will be presented again for discussion and review before the Board for Librarians will finalize/endorse a resolution to this effect to the Commission proper. The adoption and prescription of a NCBSL is part of the BFL Competitiveness Roadmap.

RL - Registered Librarian

Last September 26, 2006 the PLAI-STRLC (Southern Tagalog Region Librarian Council) General Assembly unanimuosly approved the proposal of using RL after the name of licensed librarian (e.g. Rene Manlangit, RL) to "level-up" so to speak the professionalism of licensed librarian. The GA viewed this initiative as a form of "community of practice" within Region IV (composed of 11 provinces) and hopefully to be adopted by other librarians in other provinces. Further, it was agreed to be on voluntary basis initially as some are not yet sold to the idea of using the initials.

The use of initials after our name was forwarded earlier by librarians in the government sector experiencing some form of "discrimination" from other professionals within their respective institution with similar PRC supervised board exams (e.g. Law, Nutrition, Nurse, Engineer, etc.) that have existing practice of appending initials of their profession before or after their name.

The PLAI- STRLC officers brainstormed on this idea several times during the monthly meetings and adopted the position of why not use similar initials to further drum beat awareness of the profession and as form of marketing our hardwon recognition as one the profession that requires examination before anyone is allowed to practice in the country. It was further agreed that the proposal be brought to the attention of the GA for approval and widespread adoption. Initially it was LL (for licensed librarian) and someone opined it could stand for "loko-loko" until the officers settled for RL.

This particular STRLC approved proposal/initiative in Region IV will be then submited to the PLAI-National and PLAI-HOD (House of Delegates) for appropriate action. (RBManlangit)
