Manila Standard Editorial : Redefining the elderly

Presidential Proclamation No. 470, s. 1994 declared the first week of October of every year as Linggo ng Katandaang Filipino (Elderly Filipino Week). The Manila Standard editorial in today's issue pays tribute to our elderly and their valuable contribution to our national development with this year celebration theme as “Kilalanin at Parangalan: Tagasulong ng Karapatan ng Nakatatanda Tungo sa Lipunang Mapagkalinga (Recognize and Honor [the Elderly]: Advocate Rights of Seniors Into a Caring Society).”

We take a meaningful break as we join the government and other agencies in the annual nationwide observance of Elderly Filipino Week which ends today.

This year’s theme—appropriate, with the number of elderly Filipinos projected to likely be over 8 million by end of 2018—is “Kilalanin at Parangalan: Tagasulong ng Karapatan ng Nakatatanda Tungo sa Lipunang Mapagkalinga (Recognize and Honor [the Elderly]: Advocate Rights of Seniors Into a Caring Society).”

With the observance, it is timely that we not just recognize the growing number and honor them by perhaps treating them to a sumptuous lunch or dinner today.

There is urgency for government and the lawmakers to revisit a pending measure in Congress which seeks to lower the age bracket for beneficiaries of the P100,000 incentive under the Centenarians Act of 2016.

At the same time, it is propitious to recognize and endorse that old age is not a handicap to leading productive lives even in the digital age.

With the projected number of seniors by end of this year, we find it apropos to redefine the positives the Filipino elderly have which can still enable them to contribute to a growing population.

Given the caring and affectionate culture of the Philippines, absent in other societies, the Filipino elderly remain as important as they were in their prime summers back—since they have so much to give intangibly, with their experiences through this valley that cannot be taught and have not been written in books that deal with social issues.

They have crossed what many call their majority of life path.

Which means they are senior in most of the respects in life: Tolerance, thinking, analyzing, understanding, and judging, among others.

We recognize and honor them today—like in any other day they are with us.

Museums and Galleries Month

Pursuant to Presidential Proclamation No. 798 s. 1991, the month of October of every year is Museums and Galleries Month.

The theme “Showcasing Cultural Diversity for Development and Peace” acknowledges the role of museums and galleries in promoting respect for cultural diversity which is a vital component of development and peace and in building a high trust and resilient Philippine society.

National Peace Consciousness Month

We celebrates the National Peace Consciousness Month every September as mandated under Proclamation No. 675 issued in July 2004 by then President Gloria Macapagal-Arroyo. The Presidential Proclamation was issued to “instill greater consciousness and understanding among the Filipino people on the comprehensive peace process to strengthen and sustain institutional and popular support for and participation in this effort, as well as in the global movement spearheaded by the United Nations to promote a Culture of Peace based on nonviolence, respect for fundamental rights and freedoms, tolerance, understanding and solidarity.”

This year theme is “Mithiing Kapayapaan: Sama-samang Isakatuparan” the month-long celebration calls for a unified action towards the shared aspiration for a just, comprehensive, and enduring peace regardless of ideology, religion, and culture.


The carrier tagline of this year’s Peace Month is “Peace Na Tayo” a simple way to communicate the theme’s call for a participative pursuit for peace.

November of every year is Filipino Values Month, by virtue of Proclamation No. 479, s. 1994.

The celebration of Filipino Values Month, on a regular basis, is a desirable and effective measure to create moral awakening and national consciousness on human values that are unique, genuine and positively Filipino.

Linggo ng Katandaang Filipino

Presidential Proclamation No. 470, s 1994 declared the first week of October of every year as 
Linggo ng Katandaang Filipino (Elderly Filipino Week).

The 2016 theme of the celebration is “Pagmamahal at Respeto ng Nakababata, Nakapagpapaligaya sa Nakatatanda,” which aims to recognize the important role of the elderly in society and their contribution to our nation growth and development.

It is worth noting that our accredited professional association (APO) already approved to grant PLAI Lifetime Membership to qualified seniors colleagues who possess the three essential qualifications criteria.

Proclamation No. 227 s. 1988, the annual conduct of the National Women’s Month Celebration (NWMC) aims to give due recognition to the contributions of Filipino women in our society. 

Specifically, this year’s celebration aims to: 

1. create an avenue for women and women advocates to celebrate the gains of the current administration with regards to closing gender gap, as well as to call on the next administration to continue supporting the advocacy and prioritize women’s issues in various agenda;

2. present the achievements of the Aquino administration in promoting gender equality and women’s empowerment, through the Report on the State of the Filipino Women;

3. gather public perception on what women’s issues should be prioritized by the next administration through crowdsourcing of “agenda ni Juana”; and

4. strengthen public advocacy on National Women’s Month, with emphasis on women’s issues that still need to be addressed.

National Rare Disease Week

President Gloria Macapagal Arroyo issued Presidential Proclamation No. 1989 s. 2010 declaring the 4th week of February of every year thereafter, as National Rare Disease Week (NRDW) to conduct a national information campaign in order to create awareness among health professionals about the nature and medical management of rare diseases; and instill awareness among the public about rare diseases to generate full support for the special needs of children affected by rare disease from both public and private sectors.

The theme of this year 7th NRDW campaign is “Patient Voice: Join Us in Making the Voice of Rare Diseases Heard”.

Let's us post this poster in our libraries as our contribution in raising national awareness and to generate support for the special needs of children affected by rare disease.

BY THE PRESIDENT OF THE PHILIPPINES

PROCLAMATION NO. 968

DECLARING THE MONTH OF APRIL OF EVERY YEAR AS “NATIONAL LITERATURE MONTH”

WHEREAS, Section 15, Article XIV of the Constitution states that arts and letters shall enjoy the patronage of the State, and that the State shall conserve, promote, and popularize the Nation’s historical and cultural heritage and resources, as well as artistic creations;

WHEREAS, the Philippine literature, written in different Philippine languages, is associated with the history and cultural legacy of the State, and must be promoted among Filipinos;

WHEREAS, the national literature plays an important role in preserving and inspiring the literature of today and in introducing to future generations the Filipino values that we have inherited from our ancestors;

WHEREAS, the month of April marks the commemoration of the Francisco “Balagtas” Baltazar Day, and the birth and death anniversaries of literary pillars like Emilio Jacinto, Paciano Rizal, Nick Joaquin, Edith Tiempo, and Bienvenido Lumbera;

WHEREAS, international literary celebrations like the International Children’s Book Day, International Day of the Book or World Book Day, and World Intellectual Property Rights Day are held in April of every year; and

WHEREAS, the National Commission for Culture and the Arts (NCCA) and its affiliate agencies, the National Book Development Board, and other concerned stakeholders, support the declaration of the month of April as Buwan ng Panitikang Filipino or National Literature Month.

NOW, THEREFORE, I, BENIGNO S. AQUINO III, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the month of April as Buwan ng Panitikang Filipino or National Literature Month.

The NCCA and the Komisyon sa Wikang Filipino (KWF) shall act as lead agencies in the preparation, coordination and implementation of the activities and events relating to the celebration of the National Literature Month.

All departments, agencies, or instrumentalities of the government, including government-owned or -controlled corporations are hereby directed, while non­governmental organization and the private sector are encouraged to participate and render assistance to NCCA, the KWF and other concerned agencies.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

DONE, in the City of Manila, this 10th day of February, in the year of Our Lord, Two Thousand and Fifteen.
