The world has come a long way since the first World Happiness Report in 2012. Happiness is increasingly considered a proper measure of social progress and a goal of public policy.

The first World Happiness Report was published in support of the April 2, 2012 United Nations High Level Meeting on Happiness and WellBeing. That meeting itself followed the July 2011 Resolution of the UN General Assembly, proposed by the Prime Minister of Bhutan, inviting member countries to measure the happiness of their people and to use this to help guide their public policies.

Doing Business presents quantitative indicators on business regulations and the protection of property rights that can be compared across 189 economies—from Afghanistan to Zimbabwe—and over time.

Doing Business measures regulations affecting 11 areas of the life of a business. Ten of these areas are included in this year’s ranking on the ease of doing business: starting a business, dealing with construction permits, getting electricity, registering property, getting credit, protecting minority investors, paying taxes, trading across borders, enforcing contracts and resolving insolvency. Doing Business also measures labor market regulation, which is not included in this year’s ranking.

The Study, as mandated by its 37th General Conference Resolution 52 (2013), is titled “Keystones to Foster Inclusive Knowledge Societies: Access to information and knowledge, Freedom of Expression, Privacy and Ethics on a Global Internet”. The study was built on a year-long multistakeholder consultation process, which involved several rounds of consultation with member states and other actors, as well as almost 200 major responses to an online questionnaire.

As a part of this multi-stakeholder consultative process, UNESCO has organized theCONNECTing the Dots Conference on 3 and 4 March 2015, with 400 participants from all stakeholder groups, from across the world, reviewing the draft Study. Ahead of the conference, the draft study was put online in open consultation with stakeholders. All those comments and suggestions, received through the Conference and online consultation, have been incorporated into the final version of the Study.

The Study includes the Options for future actions of UNESCO in the Internet related issues, which has served as a basis for the Outcome Document as adopted by the “CONNECTing the Dots” conference.

The Study also affirmed that the same rights that people have offline must be protected online, and good practices are shared between Member States and other stakeholders, in order to address security and privacy concerns on the Internet and in accordance with international human rights obligations. The Study also supports the Internet Universality principles (R.O.A.M) that promote a human rights-based approach, including freedom of expression, privacy, open Internet, accessible to all and characterized by multistakeholder participation”.

New Information Literacy (IL) book from Unesco

This collection of Information Literacy (IL) Resources from around the world is divided into 42 language lists and includes selected resources – from websites, books, journals and other kinds of publications – that were provided by contributors from different countries and institutions and compiled by Dr Forest Woody Horton Jr.

In order to provide an inclusive and multilingual approach, this publication brings together contributions from IL experts from all over the world. By listing resources in several widely spoken languages, it enables professionals, researchers and individuals from various backgrounds and nationalities to access relevant information in their native languages.

 The author’s objective is that school teachers and school librarians, at the appropriate primary and secondary grade levels, team together to prepare lesson plans and tutorials to introduce information literacy training into the classroom, by using the extensive native language resources. In addition, it is also expected that Library and Information Science faculty at higher education institutions, independent practicing IL consultants, and private sector training companies will collaborate closely to design, organize workshops to train native language IL trainers.

Pinoy Kasi : e-books

The column of Michael L. Tan on Pinoy Kasi in today's issue of the Philippine Daily Inquirer is about e-books. He offered an insight, which i believe is music to our ears as librarians.

Maybe it’s my age, but I still enjoy books you can hold, turning the pages by hand. It’s really all conditioning and I suspect my kids will take on to the e-books more quickly. But I’m also certain there will still be bookstores and libraries (real libraries) for a long time to come because when you do read a good e-book, you end up wanting to get the real copy. There was one book on child development that I liked so much I ordered three “real” copies to give to friends.

Google Book Settlement

The judge in his decision said the settlement

"is not fair, adequate, and reasonable" because it would give Google a de facto monopoly in the book search market and adversely affect the rights of millions of copyright holders.

But he acknowledged that

there are many benefits to Google's project, including that libraries, schools, researchers and disadvantaged populations would gain access to far more books; that authors and publishers would find new audiences and new sources of income; and that older books — particularly those out of print — would be preserved and given new life.

"UNESCO's Information for All Programme (IFAP) releases a paper providing a basic conceptual framework for measuring information literacy. Entitled Towards information literacy indicators, the publication includes a definition of information literacy; a model that links information literacy with other adult competences, such as ICT skills; and a description of information literacy standards in education".
