ALAP @ 35: Empowering Information Professionals for Library 2.0

In celebration of the 35th Anniversary of the Agricultural Librarians Association of the Philippines (ALAP), a one day forum will be conducted on June 8, 2007 (Friday) at the College of Engineering and Agro-Industrial Technology (CEAT) Library, UP Los Baños, Laguna.

The theme of the forum is "Empowering Information Professionals for Library 2.0". The forum aims to update librarians and information managers on the new path of the profession and current applications of information communication technologies (ICTs) on library services. In addition, this occasion will also serve as a reunion of all ALAP members in the country, see program for details. Forum fee is P100 for members and P150 for non-members (to cover snacks, lunch, handouts and certificate).

Help Us Help You


The BlogPatrol™ counter of PLAI-STRLC blog shows 800 readers have viewed it since its creation last August 2006. According to the BlogPatrol site, the free blog counter compiled statistics of those "who are able to read the content" of the blog. The PLAI-STRLC counter count only the unique IP address used during the initial blog visit hence succeeding visits are not included in the tally.

This humble blog traffic for a start-up and its steady growth of readers emboldened us to persevere more to establish its rightful present in the blogosphere and make its presence felt by all stakeholders.

But before we celebrate by August its first year, all of us at PLAI-STRLC are eager to hear our readers' opinions. If you agree with what is posted or if you disagree, please let us know. Your valuable comments will help us help you improve the way we manage this blog.

To ensure that the discussion is educational for all stakeholders, comments will be moderated. Lecture notes: CPE for Librarians

Last April 18, 2007, Prof Corazon M. Nera, Chair of the Board for Librarians (BFL) shared and mentioned to around 60 participants of the Forum entitled "Continuing Professional Education (CPE) for Librarians" the Guidelines and Procedures in the Implementation of Continuing Professional Education (CPE) Programs for Librarians (35 slides). This presentation was prepared by Ms. Elizabeth R. Peralejo, Member of the BFL and was discussed in length by Prof. Nera.



Another area that Prof Nera mentioned during the forum was about the review of existing library standards in the Philippine libraries (73 slides)which was prepared by another member of the BFL, Ms. Elnora L. Conti.

Library Educational Tour within Rinconada Area

The Association of Bikol Libraries will be holding a Library Educational Tour on May 19, 2007 within Rinconada Area.Target participants will be the librarians from the Bicol Region.

The objectives of the library tour are:
· to familiarize with the Bikol cultural heritage available in Rinconada area
· to gather Bikoliana materials through networking or resource sharing that may help in the development and improvement of the materials in their respective libraries
· to build camaraderie and foster high sense of professionalism among fellow librarians.

The registration fee is P600.00 which will cover transportation, foods (lunch, 2 snacks, dinner & breakfast), hotel & pool accomodation, souvenirs, tokens and other incidental expenses. The deadline for the confirmation and registration fee is on May 11, 2007. We intend to collect the registration fee earlier than the said date to suffice the rental for transportation and accomodations.

There will be a night swimming at the USANT pool, hence, may we remind the participants to bring swimming clothes. S-W on Learning and Promoting Services in Libraries

APRIL 23: World Book and Copyright Day

Last April 19, 2007, Alejandro R. Roces in his column Roses and Thorns in page 13 of the Philippine Star, wrote an article entitled "Books and Roses at Instituto Cervantes". He mentioned that on APRIL 23, 2007, World Book and Copyright Day will be celebrated throughout the world. This celebration was proclaimed by UNESCO through a resolution because April 23 is a symbolic date for world literature. On this date and in the same year of 1616, Cervantes, Shakespeare and Inca Garcilaso de la Vega all died. It is also the date of birth or death of other prominent authors such as Maurice Druon, K.Laxness, Vladimir Nabokov, Josep Pla and Manuel Mejía Vallejo.

Code of Ethics for Registered Librarians

Prof. Corazon M. Nera, Chair of the Board for Librarians (BFL) was the guest speaker during the PLAI-STRLC sponsored forum entitled "Continuing Professional Education for Librarian" held last April 18, 2007 at the Lyceum of Batangas, Batangas City. She shared about the importance of CPE to around 60 participants and mentioned that there is a newly approved Code of Ethics for Librarians. Below is the complete transcript of the Code of Ethics for Librarians as provided by Prof. Nera minus the logo of Professional Regulation Commission(PRC) for your information and guidance.

CODE OF ETHICS FOR LIBRARIANS

WHEREAS, Sec. 8 (h), Article II of R.A. No. 9246, known as the “Philippine Librarianship Act of 2003,” and Sec. 8 (h), Rule II of Res. No. 05, Series of 2004, known as the “IRR of the Philippine Librarianship Act of 2003”, empower the Board to adopt and prescribe a Code of Ethics for Librarians;

WHEREAS, since May, 2004 the Board had consulted on the prescription, adoption and promulgation of this Code with the Philippine Librarians Association, Inc. (PLAI) and other different professional library associations including the CHED, the academe, and other entities, private and public;

WHEREAS, the final draft of this Code had been submitted by the Board to the foregoing associations and sectors for their comments and recommendations before the final adoption thereof; and

WHEREAS, any Registered Librarian who violates the said Code, after due hearing in an administrative case conducted by the Board against him/her, shall be subject to the disciplinary action of either the revocation of his/her certificate of registration or suspension thereof (Sec. 11 (i), Art. II; Sec. 23, Art. III of R.A. 9246; and Sec. II (i) and (m) of Rule II and Sec. 23, Rule III of Res. No. 05, Series of 2003);

NOW, THEREFORE, the Board resolves, as it is hereby resolved, to prescribe, adopt, and promulgate the “Code of Ethics for Librarians” appended and marked as “Annex “A” and made an integral part of this Resolution;

RESOLVED, FURTHER, this Resolution shall take effect after fifteen (15) days following its full and complete publication in the Official Gazette or any newspaper of general circulation in the Philippines.

Let copy of this Resolution be circularized through the schools / colleges / universities offering the librarianship course to the users thereof for their information and guidance.

Done in the City of Manila this _13th_ day of _Sept._ 2006.

CODE OF ETHICS FOR PHILIPPINE LIBRARIANS

PREAMBLE

Librarians, mindful of their role in the development of knowledge and culture and the enrichment of people’s lives, seek the highest standards of ethical behavior in their relations with their schools, their clients/employers, the librarianship profession and colleagues, agencies and associations and the public.

  1. Librarians with the State, Society and Public
    1. Librarians shall uphold the Constitution, obey the laws of the land, and respect duly constituted authorities.
    1. Librarians shall promote literacy and education of the public by making the resources and services of the library known and accessible to its users.
    1. Librarians shall uphold and promote the right to information as well as abide by the provisions of the intellectual property law.
    1. Librarians shall be partners with the community they serve in inculcating nationalism practicing Filipino values and preserving the country’s historical, cultural, and intellectual heritage.
  1. Librarians with Librarianship Profession
    1. Librarians shall uphold the dignity and integrity of the profession
    1. Librarians shall keep their reputation above reproach and shall so conduct themselves to gain public esteem and respect for the library and for the profession.
    1. Librarians shall not assist in the unauthorized practice of librarianship.
    1. Librarians shall treat each other with respect, courtesy, and sincerity and shall avoid maligning the reputation, competence, and capability of their colleagues. They shall not use any unfair means to gain professional advancement.
    1. Librarians shall strive to improve, enhance, and upgrade their professional knowledge, skills, and competencies through formal and informal means.
    1. Librarians shall endeavor to uphold the highest standards in the practice of the profession. They shall adopt and live by this motto: C A N I - Constant and Never-ending Improvement of the quality and standards of professional services.
    1. Librarians shall adhere to the principles of due process and equality of opportunity in their relationship with fellow workers especially their colleagues.
    1. Librarians shall maintain membership, participate and cooperate in the endeavors of library association/s to enhance the effectiveness of the profession.
    1. Librarians shall participate and cooperate in all the endeavors of library association/s to enhance the effectiveness of the profession.
    1. Librarians shall be vigilant in the protection of all library resources placed under their care.
    1. Librarians shall be entitled to a just and fair fee for consultancy and other professional services.
  1. Librarians with the Suppliers, Publishers, Dealers, etc.
    1. Librarians shall choose suppliers and publishers exclusively on the basis of the quality of goods, costs, and services.
    1. Librarians shall refuse all personal gratuities.
    1. Librarians shall never enter into business transactions prejudicial to the library, but unwisely favorable to their own interest.
  1. Librarians with the Clients and/or other Users of their Professional Services.
    1. Librarians shall provide courteous, prompt, adequate, skillful and accurate responses to all requests for assistance.
    1. Librarians shall keep in confidence, information acquired in the course of professional service. They shall protect the client’s right to privacy with respect to information sought or received and materials consulted, borrowed, or acquired through the library.
    1. Librarians shall render impartial service to all library users regardless of their race, beliefs, age, gender, or social status.
    1. Librarians shall refuse gifts or favors from clients and library suppliers for personal interest. They shall avoid using the library’s resources to the detriment of services which the library render to its users.

DISCIPLINARY ACTION

A Registered Librarian who is found guilty for violation of any provision in this Code by the Board after his/her investigation shall be subject to a disciplinary action of either revocation of his/her Certificate of Registration or suspension thereof which the Board shall impose thereto after his/her due investigation.

SEPARABILITY CLAUSE

Any provision or portion of this Code that the Court may declare as not constitutional, not valid, or not enforceable shall not affect the constitutionality, validity, and enforceability of other provisions thereof.

After 7 years, the Institute of Library and Information Science(ILIS) now School of Library and Information Studies (SLIS), will finally hold a Summer Institute on Information Science. This year's topic is on"Digitization of Documents for Greater Access." This will be most beneficial to participants from organizations who are planning to digitize their print collections, or who are in the early stages of digitization of documents.

D.E.A.R Librarians

We need to be mindful of the proactive role we can play in advocating for information literacy especially the love for reading within our respective communities or institutions. According to conventional wisdom, the Philippines still enjoys a high rating for information literacy among Southeast Asians nations but much work needs to be done to improve the availability and free access of quality reading materials to a greater mass of our populations especially those in the public educational system and users of public libraries.

The recent commentary of Neni Sta. Romana Cruz in Philippine Daily Inquirer (April 10, 2007, p. A13) entitled “Drop Everything And Read” reminds us how we can proactively work together with other stakeholders in other profession to promote information literacy so that libraries & librarians can be part of the solution. We need not make it big time at the start, we can start our DEAR Campaign by reaching out to those dear to us, our little children, the children in our neighborhood or subdivision, then the children in the public schools within the area or perhaps even within our own very workplace so that in turn, fellow employees can start with their own family circle, friends and community and eventually, we all have turned the whole country into an information literate world.

We encourage colleagues to go out of their comfort zones, of being generally reactive in rendering library services to their respective communities. Let’s partnered and joined hands with teachers, parents, book authors, community leaders, school administrators and other stakeholders in information literacy drive in promoting the love for reading and caring for the books as an initial undertaking. October 25, 2006 – Regular Meeting at Manuel S. Enverga University Foundation Inc., Lucena City, Quezon; finalization of the 10-point resolution presented and approved during the September General Assembly to be submitted to PLAI-National BOT & HOD.

October 19, 2006 – Linking with Libraries and Librarians Association of Palawan with Ms. Maphella A. Ruado as elected President.

September 25 & 26, 2006- Conference on “Promoting Information Literacy for Lifelong Learning” and General Assembly at Capuchin Retreat Center, Lipa, Batangas (The General Assembly unanimously approved for a "status quo" of the current set of officer with changes of position within the Board of Directors); Special Meeting at Capuchin Retreat Center, Lipa City, Batangas to troubleshoot conference minor issues and concerns that cropped up.

September 8, 2006 – Birth of Quezon Librarians Association (QLA) with Ms. Teresita Dj. Magbag as 1st elected President with QLA sponsored Forum on "Librarians and their Accountabilities" held at the Library Complex of Manuel S. Enverga University Foundation Inc. (MSEUFI), Lucena City.

November 26, 2004 – Attendance of the 3 elected PLAI-STRLC House of Delegates to the 1st PLAI-National House of Delegates meeting and election of the 1st set of PLAI-National Board of Trustees (BOT). Ms. Lourdes Soriano was the 1st STRLC member elected to the PLAI National BOT.

October 5, 2004 – PLAI Region IV Librarians General Assembly and Election of 1st set of PLAI-STRLC Officers with Ms. Lourdes Soriano accepting the 1st Chairmanship of the PLAI-STRLC Board of Directors (BOD) at the Conference Room of UPLB Main Library, Los Baños, Laguna.
