Call for Nominations : Rizal Awards

CALL FOR NOMINATIONS

You are invited to submit nominations to the Rizal Award, in commemoration of the 150th Birth Anniversary of Jose Rizal. The award is intended to perpetuate the life and works of our national hero Jose Rizal.

Nominations will be received through mail or e-mail from March 15, 2011 to August 15, 2011.

ELIGIBILITY
1. The Rizal Award shall be bestowed upon individuals, Filipinos and foreigners, and upon societies, institutions, or other organizations that have rendered outstanding work in:

A. Stimulating and encouraging works towards the Rizalian concept of love of country and fulfilment of our duties of citizenship;

B. Achieving meritorious individual achievement in the various professions, or promoting , teaching and disseminating the same through proven competence leading to the general benefit of the individual, community, and the country at large in the light of Rizal’s teaching and way of life; or

C. Promoting and encouraging civic and citizenship responsibility as model citizens – incorruptible patriots with the virtue of resisting temptations and misuse of wealth, influence, rank, or power.

2. The Rizal Award shall be divided into two (2) categories:

A. The Individual Award – shall be awarded to individuals, Filipinos or foreigners, who qualify under Item 1 hereof.


B. The Institutional Award – shall be awarded to societies, institutions, or other organizations which qualify therefore under Item 1 hereof.

3. The Rizal Award may be bestowed posthumously upon any person entitled thereto, in which case the same shall be received by his/her legal heirs; if there is no legal heir, by his/her nearest of kin; and if there be no legal heir or nearest of kin, by any person designated by the NHCP to receive the award on behalf of the deceased.

4. The number of recipients of Rizal Awards shall be:

A. For Individual Category – TEN (10) Filipinos and THREE (3) foreigners; and
B. For Institutional Category – TEN (10) recipients.

5. Call for nominations shall be on March 15, 2011 to August 15, 2011.

6. The following shall not be considered for the Rizal Awards:

A. Elected and appointed officials of the government;
B. Heads and members of the Board of GOCCs and GFIs;
C. Members of the
Rizal@150 Executive Committee; and
D. Officials and employees of the National Historical Commission of the Philippines


NOMINATION PROCEDURES
All nominations must be received at the National Historical Commission of the Philippines or via e-mail by August 15, 2011. Nominations must be submitted in Filipino or English and must include:

1. Name of person or organization nominated
2. Title and address of person or organization nominated
3. A Proposed Citation for person or organization nominated (50-words limit)
4. Explanation of accomplishment of person or organization nominated (500-word limit) including:
• When were accomplishments made?
• Why, specifically, do you believe the accomplishments merit the Rizal Award?
5. At least 4 reference letters. Reference letters shall be considered confidential. Names and addresses of references should be suggested by the nominator.
6. Nominator information
• Name, mailing address, phone number, fax number and e-mail address

There must be sufficient documentation to support further investigation. Attachments shall not exceed twenty-five (25) pages. All nominations and supporting documents should be addressed and mailed or e-mailed to:

Rizal Monuments Photo Contest

WHO CAN JOIN THE CONTEST?

This is a commemorative project of the National Historical Commission of the Philippines (NHCP).The Contest shall be open to all Filipino citizens from ages 10 to 75 years. Officials and employees of the NHCP and their immediate families, are disqualified to join. Professional photographers are welcome to join.

CONTEST MECHANICS, RULES AND INSTRUCTIONS:

The subject of interest is their local Rizal Monument found in the town plaza, school campus, town hall, capitol grounds, hospital lawn, or on a public park. Each contestant shall submit only one DIGITAL photo entry in JPEG file format using a digital camera. Photo entries should have a minimum resolution of 10 megapixels. Full shot photo of the subject should be included for identification and record purposes. Photo entries must be unaltered. Professional photographers are required to submit both the RAW and JPG photo files.

Each entry shall contain the NAME, AGE, ADDRESS, CELLPHONE NO., NAME OF SCHOOL/OFFICE/ORGANIZATION/PROFESSION of the PARTICIPANT. The entry shall also include a brief description of the subject RIZAL MONUMENT, the date it was erected, and its artist if available. The photograph may include people on the area for scale reference. Only color photo entries shall be accepted. The photo entry should not be renamed.

Each participant shall submit his entry via email transmission to: nhcp@nhi.gov.ph

Those without direct access to the internet can submit their entries to their respective Local Government Unit at least three days before the deadline date to avoid late entries. The LGU will be the one to transmit their entries to the NHCP.

Period of submission shall be from December 30, 2010 to May 19, 2011. The Contest will officially end at 5:00 P.M. of May 19, 2011.

All photo entries received during the period of submission shall be the property of the NHCP. The original owner can retain his digital copy of the submitted photo for his own purposes except for publication.

Photo entries shall be judged according to the following criteria:
Photo composition 25%
Photo quality 25%
Monument appreciation 25%
Message conveyed by the photo 25%


A Panel of Judges composing of 5 members shall select the winning and representative entries. The members shall choose among them the chairman.


All decisions by the Panel of Judges shall be final.

Date of judging entries shall be from May 20, 2011 to June 17, 2011.

Awarding date shall be on June 19, 2011.

PRIZES:
First Prize Php 50,000.00 + Certificate
Second Prize 40,000.00 + Certificate
Third Prize 30,000.00 + Certificate
10 CONSOLATION PRIZES 1000 + Certificate + NHCP books

362 out of 2,180 HEIs

According to CHED, there are 2,180 HEIs in the country today and 362 of it comes from Region IV. Among the 16 regional councils of PLAI, STRLC has the most number of provinces and from the table distribution of HEIs below, we ranked number first as having the most number of HEIs. Hopefully, CHED will also post/publish a breakdown of the table distribution by provinces per region.

Whats is the significance of the data as far as librarians in the STRLC are concerned? Initially, we have now an attainable number to reach to be able to finally identify who are the librarians employed or working in this 362 HEIs within our region. It is safe to presumed that the number of licensed librarians are far more than the 362 if there is at least one license librarian per institution. As per our membership database in the Council is concerned, only 1/3 of these 362 HEIs are known to us having an active members, while the rest of the 2/3 are unknown.

Finally, there is a need to generate a working knowledge of the total number of librarians employed, size of library collection, manpower, and other related information regarding the practice of librarianship in Region IV. A census type of research study will be an appropriate methodology to gather, collect, collate and interpret the gathered data which could be useful for any decision making or strategic planning.

Maybe a student enrolled in a MLIS program could pursue this inquiry as his/her thesis and apply for a CHED thesis grant or perhaps submit a funding proposal in NCCA-NCLIS. Any takers?

The judge in his decision said the settlement

"is not fair, adequate, and reasonable" because it would give Google a de facto monopoly in the book search market and adversely affect the rights of millions of copyright holders.
But he acknowledged that

there are many benefits to Google's project, including that libraries, schools, researchers and disadvantaged populations would gain access to far more books; that authors and publishers would find new audiences and new sources of income; and that older books — particularly those out of print — would be preserved and given new life.

Panawagan : PLAI Membership

Mr Michael A. Pinto, RL, the new chair of the PLAI-House of Delegates, in an earlier email posted via PAARLyahoogroups urged all stakeholders of PLAI to renew/update their membership in the association. Reproduced below is the fulltext of the "panawagan" mainly for the benefit of those not members of the yahoogroups for their timely information and for the widest possible dissemination of the announcement and corresponding action of all concerned.

Sa mga Minamahal kong Kasamahan sa Propesyong ito:

Malugod ko pong inaanyayahan ang bawat isa sa inyong mga lisensyadong myembro ng Philippine Librarians Association, Inc. o PLAI na kung maari ay atin pong bigyang pansin ang panawagan ng ating pamunuan na kung maari po ay magbayad na po tayo ng membership fee bilang miyembro ng ating asosasyon.

Minarapat ko pong ibahagi sa inyo ang ilang mga issue na kailangan po nating harapin dahil lahat po tayo ay may kinalaman dito. Una, ang PLAI bilang natatanging Accredited Professional Organization (APO) sa lahat ng Library association ay mag e-expire na po. At upang maipagpatuloy po ito, kailangan ng humigit kumulang 3200 (approximate) na listahan ng paying members ng lahat ng lisensyadong librarian sa buong bansa. Sa ngayon, mayroon pa lamang 1000+ ang nagbayad ng kaukulang membership fee. Ayon po sa aming natalakay nuong last quarterly meeting ng PLAI sa main office nito sa National Library nuong March 18, 2011, kailangan ng agarang pagbibigay pansin ng bawat isa sa atin bilang miyembro ng PLAI. Kaya hinihikayat ko po ang bawat isa na nawa ay bigyan niyo ng pansin ang issue na ito. Bilang miyembro, mayroon tayong Moral Obligation sa ating association.

Alam ko na may mga kakulangan marahil ang ating asosasyon subalit hindi nawa magsilbing balakid ito upang tayo'y magmalasakit sa mahal nating PLAI. Ito po ang tamang panahon upang tulong-tulong tayong pagbutihin pa ang mga proyekto at ipatupad ng maayos ang layunin ng ating asosasyon. Magtulungan po tayo upang mapabuti pa ang serbisyo at madama natin ang presensya ng ating asosasyon. Hindi po namin magagawa na mga opisyal ang lahat ng mithiin ng bagong pamunuan ng PLAI kung wala po ang inyong suporta at pang-unawa.

Sa mga gusto pong magbayad ng membership fee, maaari po kayong dumulog sa mga Regional Council Officers sa inyong lugar. Kahit nasaan po kayo ay maari ng tanggapin ang inyong mga bayad sa kahit kaninong opisyal ng regional council sa inyong lugar. Huwag po ninyong kalimutang humingi ng inyong resibo.

Sa ngayon, ang National Board of Trustees (NBOT) ng PLAI ay kasalukuyang inaayos ang ating Identification Card (ID) upang maibigay ito sa bawat miyembro. Nawa'y samahan niyo kami sa pananalangin upang magampanan namin ang aming tungkulin ng maayos. Higit sa lahat, ang inyong suporta at pang-unawa. Marami pang dapat gawin sa ating asosasyon at nawa, magtulungan po tayong lahat. Huwag na nating hanapin kung anung ginagawa ng asosasyon para sa atin, bagkus, isipin po natin ang magagawa natin para sa ating asosasyon.

Kailang po atin ang isa't isa para sa PLAI. Kung mayroon po kayong mga suhestiyon at issue na gustong ipaabot sa amin, i-email nyo lng po ako o magtanong sa mga Regional Council Officers sa inyong lugar.

On April 1, 2011, the online version of C&RL will become open access. A print version will continue to be available through a paid membership in ACRL or through a paid subscription to C&RL. Discussions about the future of the print version are underway.

PLAI-STRLC 2011 Summer Conference Advisory

The convenience and safely travel of our participants who are attending the Summer Conference have been a primordial concern of the Organizing Committee. In view of this, we have prepared some guidelines on how to go to the conference venue.

If coming from Manila area (Lawton or Cubao):

1. Take a bus going to Batangas City pier, preferably those with signboard via CALABARZON so that the bus will use the STAR tollway and exit at Lipa City, reducing travel time to approximately 2 - 2.5 hours (still depends on the traffic condition of the ongoing construction at grade level of the skyway). Fare is about PhP 170.00 - 180.00.

If driving a car or car pooling, take the SLEX and then STAR tollway straight to Batangas City. To avoid the "Bats City" traffic rush, prior to entering the city proper, take a right turn to Bauan highway going to the pier.

If coming from CALABARZON area:

At Turbina, take a bus going to Batangas City pier, preferably those with signboard via CALABARZON so that the bus will use the STAR tollway and exit at Lipa City. Travel time is around 1 hour and fare is approximately PhP 100.00.


2. Once inside the Batangas pier, You will be required to pay the Terminal Fee of PhP 30.00. You have two options, Supercat or RORO. If Supercat, the fare is PhP 280-290.00 per person and travel time is only an hour. If RORO, fare is PhP 160-180.00 per person and travel time is 2-3 hours.

NOTE : IF you come in a group of at least 5 and with GSIS ID, you can avail of the fare discount and shall pay only PhP 235.00 per person in the Supercat.

3. Once in Calapan Pier, ride a tricycle going to El Pueblo Rhizort (boundary of Balite & Mahal na Pangalan) and fare is PhP 50-60.00 per person. Travel time is approximately 15 minutes.

OR, coordinate with us your travel plan (date and the estimated time of departure from Bats Pier so that we could make the necessary arrangement for FREE pick up at the Calapan pier using the transport facilities of the resort. At least 5 person per pick up can be accommodated if with prior arrangement with the Organizing Committee.

4. Likewise, participant with dietary requirements (e.g. vegetarian), are advised to inform the Organizing Committee when you submit your pre-registration form so that necessary arrangement could made for your food requirements.

5. Dress code. Casual attire during the conference proper. Swim wear if one likes to swim in the pool or beach after conference time.
