Calls for Research Proposals
MANILA, Philippines – The Consortium on Democracy and Disinformation is calling for research proposals on understanding disinformation and the solutions offered in relation to democracy. The proposal cost can range from P50,000 to P100,000.
Together with members from media organizations, the academe, and other civil society organizations, the consortium aims to find answers to how disinformation is produced and how it affects Philippine democracy.

The consortium welcomes proposals for supplementary funding of existing research projects. Junior researchers such as adjuncts, instructors, and PhD students from across the Philippine regions, especially Visayas and Mindanao, are encouraged to apply.
Interested applicants may send their proposals to democracy.disinfo.studies@gmail.com, with subject line: D&D PROPOSAL>ProjectTitle. It must include the following:

Book review: Who Are We
(Book picture taken from Vibal Shop website)
EXCERPTS from today's column of Michael L. Tan in the Philippine Daily Inquirer "Who Are We" of October 23, 2019. A book review of a Filipiniana material worthy to be included in our library collection.
Vibal Publishing is probably better known for its excellent and innovative textbooks. Less known are its Academica Filipina series with intriguing titles: “More Hispanic Than We Admit” (volume 1 already out of print, with a volume 2 out now), “More Tsinoy Than We Admit” (Tsinoy being Chinese-Filipino), “More Islamic Than We Admit” and “More Pinay Than We Admit.”
Except for the “Pinay” book, which concentrates on gender, all the others are useful reads as we ask ourselves: Who are we?
Vibal’s publications remind us there is so much more to discover and celebrate in what makes the Filipino: a lively, if not sometimes chaotic, blend of cultures that is reflected in the most basic aspects of our lives, such as what we eat, what we wear, even what we think.

Rappler News: 24/7 Public Library
From Rappler. Read the full article HERE including the comments. It is noteworthy that RA 9246 or "An Act Modernizing the Practice of Librarianship in the Philippines" was cited as one of the whereas clauses in the proposed city ordinance authored by Hon. Rosel Margarette Q. Erames
CEBU CITY, Philippines – The Dumaguete city council approved on second reading on Wednesday, October 9, an ordinance for the establishment of a library that should be open 24 hours a day, 7 days a week.
The ordinance comes weeks after a post began circulating online of a McDonald's branch in the city requesting students not to study in their establishment.
Silliman University professor Ian Rosales Casocot was first to call attention to the fast food joint's policy in a Facebook post.
"In a university town? During the run-up to Finals Week? For an establishment that's open 24 hours? Where the only signs of life in the wee hours are students themselves?" Casocot said in his post." McDonald's is like that whiny girl who goes to the beach and complains about the sand."
The university town only has a small public library with limited hours, leaving students with options to study only in restaurants or coffee shops late at night.
While McDonald’s went back on their policy and said students are welcome, the city council still went through with pushing for the 24-hour library.
The city is home to 4 universities. At least 9,000 students are from Silliman University alone.
"It is essential to establish a 24/7 public library that could accommodate students who wish to study beyond regular library hours as it allows them to study in a flexible and convenient manner in a place that is safe and conducive for studying," the ordinance read.
The ordinance was authored by Councilor Rosel Erames.
It also noted that the library should be upgraded and modernized.
Cebu City opened its public library 24/7 in March 2018 after a student asked then-Cebu City mayor Tomas Osmeña to give students a place to work late so they would not have to crowd in coffee shops or fast food restaurants. (READ: LOOK: Cebu City library to start 24/7 operations on March 8)
No time frame, plans, or target opening has been announced for Dumaguete's 24/hour library yet.

Pride of place in a work so intimately tied to archival materials must go to librarians. Throughout my work I was assisted greatly by the marvelous staff of librarians at UC Berkeley.
Even more, I am grateful to the staff of unnamed librarians at the University of the Philippines, Diliman, who courageously and conscientiously collected and filed all of the political journals, manifestos and ephemera of the late 1960s and 1970s.
