CLASS holds 1st IFLA-FAIFE IM Cascading to the Provincial Level

The Cavite Librarians Association Inc (CLASS) in cooperation with the PLAI-Southern Tagalog Region Librarians Council held the 1st IFLA/FAIFE Internet Manifesto Cascading to the Provincial Level last 31 July 2009 at the New Legislative Building, Trece Martires City, Cavite.

Fifty-six (56) participants, excluding the CLASS Officers, from Cavite, Batangas and Las Piñas comprised the attendance.

October 7-9, 2009 : PLAI-STRLC Conference on "Meeting the Challenges of Librarianship Across Barriers"

The Philippine Librarians Association Inc. - Southern Tagalog Region Librarians Council (PLAI-STRLC) cordially invites all registered librarians, library staff, information professionals and teacher-librarians to its Conference and General Assembly on October 7-9, 2009 at the Eastern Manila Hotel & Training Center (formerly Las Brisas Hotel & Conference Center) Ortigas Ave. Extension, Antipolo City, Rizal

As the Philippine communities continue to change and grow, libraries must adapt to the changing community needs and work across barriers of culture, language, space and time. The Conference aims to:
1) present the current trends, issues and challenges that libraries and information provider are faced with, in this information age;
2) explore the many available tools and technology that can assist librarians in transforming themselves and making their library services receptive to the needs of its constituents;
3) empower the egistered librarians, library staff, information professionals and teacher-librarians in meeting the challenges of librarianship across barriers

The Conference fees are as follows:
Live-OUT: Php 2,700 - to include meals, conference kits and certificate
Live - IN: Php 3,500 - to include accommodation, meals, conference kits and certificate
Accompanying person: Php 2,400 - to include accommodation and meals

EARLY BIRDS: Discounted rate Php200 less for the Conference Fee provided attendance is confirmed to Organizing Committee on or before SEPTEMBER 7, 2009. Regular Meeting and Ocular Visit

The 2009 PLAI-STRLC Board together with the other officers comprising the Council had its 5th Regular Monthly meeting at San Beda College - Taytay Campus, Taytay, Rizal today, July 21, 2009. The morning session was devoted to the discussion of the Conference details and Committee Assignments while the afternoon session was spent at the proposed venue for the 2009 Conference and General Assembly slated for October 7-9, 2009.

What is FRBR?

This 8 pages pamphlet written by Barbara Tillett provides a brief overview of the Functional Requirements for Bibliographic Records (FRBR) as developed by the International Federation of Library Associations (IFLA). Cataloger and librarians in general may find this pamphlet instructional/informative in our initial understanding of this concept which will replace the ACCR2.

The publication outlines the background of the development of the Functional Requirements, the concepts involved and their potential impact on cataloging rules, bibliographic structures and systems design for cataloging applications.

PRC Legal Opinion on LLE

Atty. Pharson B. Mamalo, chief of the PRC Legal Division issued a legal opinion dated March 17, 2009 regarding the request of BFL for assistance in formulating a resolution for those non BLIS and MLIS takers who would like to take the Librarians Licensure Examination (LLE) this November. The said legal opinion was made public via the PAARL yahoogroups some 3 months after. He clarified in a letter addressed to the chair of Board for Librarians, Hon. Corazon M. Nera that "to formulate a resolution to the effect that a particular period is extended beyond the time frame provided by law is equivalent to an amendment. Amendment can only be made by the same body that created the law"... and that "extending the period within which to allow graduates of the above mentioned degrees to take the examination is tantamount to an encroachment by the executive to the legislative authority"

In an email by Ms Nera to Ms Versoza requesting among other the dissimination of the legal opinion, she mentioned that there is a June 5, 2009 request [possibly for reconsideration] to the PRC legal division that merited the same ruling.

To all graduates of LIS other than BLIS & MLIS, we encourage you to pursue instead a MLIS degree so that in a year or two you could take the LLE. This is just a temporary setback in your quest to be a registered librarian. I do believe the institution you have taken your LIS units or specialization will be more than willing to credit your earned LIS units to their MLIS program or other institution offering MLIS program may also be crediting some if not all of your previously earned units after some validation process.

And to all graduates of BLIS & MLIS (also repeaters) taking the LLE this coming November 2009, good luck to all of you.



UPDATE as of 27 July 2009

Only repeater and graduates of BLIS, MALIS, MSLIS and MLIS will be allowed to take the 2009 LLE. Graduates of other courses (e.g. BSE Major in Library Science) are no longer allowed. We fervently hope this clarification will put to rest the confusion of who are the repeaters allowed to take the board exam this coming November 10-11 2009.

IFLA/FAIFE Cascading Schedule for STRLC Provincial Chapters

After successfully holding the regional level IFLA/FAIPE cascading seminar-workshop for Region IV attended by Council Officers & key officers of affiliated provincial chapters, the Council agreed to cascade the seminar-workshop to the provincial level of the association for grassroot implementation of the Internet manifesto of all stakeholders within the region/provinces comprising the STRLC.

The cascading will be a STRLC activity in cooperation with the concerned Provincial Chapters.
