PLAI Congress 2018 : Connected Actions, Collective Vision : Libraries Transforming Society

The Philippine Librarians Association, Inc. (PLAI), in partnership with the National Commission for Culture and the Arts (NCCA) through the National Committee on Libraries and Information Services (NCLIS), will be conducting its Annual National Congress on 20-23 November 2018 at the at the Novotel Manila, Araneta Center, Cubao, Quezon City.

With the theme “Connected Actions, Collective Vision : Libraries Transforming Society”, PLAI envisions to lead the country’s library community in a collective call to connected actions towards transforming society.  Libraries have the capacity to transform societies, thereby contributing to the development of a nation.

The PLAI Congress 2018 aims to:

- Understand the role of libraries and information centers in building literate, informed, and participative societies, thereby contributing to societal, cultural, and economic growth of a nation;
Recognize that connected actions and collective vision of the library community will help libraries address the challenges of the future;

- To engage libraries, archives, and other cultural heritage partners and institutions in safeguarding cultural heritage in all its diverse forms;

- To advocate the roles of librarians and library associations as key players for societal improvements and change through capacity building and professional agenda.

In line with this, we are inviting you to attend this year’s National Congress. There will be parallel sessions sponsored by various library associations to discuss topics relevant to the theme and to the profession.  Likewise, PLAI’s General Assembly will be held to present updates and provide a venue for discussion of concerns relating to the Association and to the profession in general.

Requests for DepEd Advisory, CSC Announcement,  CHED Memo, and PASUC Endorsement, are being processed.  PLAI Congress 2018 is also being applied for as a CPD Program.

21-24 November 2017

Due to limited seats, online and PAID registration is required. To avail of the Early-bird Rate, payment must be deposited on or before September 30, 2017. To avail of the Standard Rate, payment must be deposited on or before November 15, 2017. Regular Registration Rates will apply for payments made after November 16, 2017 and for all walk-ins. This is to meet the booking and payment requirements of SMX and the caterer prior to the date of the Congress.

PLAI continuing members should pay Membership Annual Due for 2017 of P300.00. New members/newly registered librarians should pay a one-time Membership Fee of P500.00 and the PLAI Annual Due for 2017 of P300.00 for a total of P800.00.

Deposit slip should be scanned and uploaded upon registering online. This year only paid participants can register online and avail discounted rates. Official Receipt will be issued onsite at the registration which would start at 1:00 PM on 21 November 2017. 

Participants shall be responsible in booking their own accommodations. The local organizers may arrange for optional tours to local heritage sites, libraries, museums, and other places of interest in Bacolod City for a fee after the Congress.

The study aims to gather baseline data regarding the factors which motivated Filipino librarians and library staff to attend the Philippine Librarians Association, Inc. (PLAI) Annual National Congress.

The study will determine the factors which affected the attendance of the Filipino librarians such as: 1) Destination stimuli, 2) Professional and social networking opportunities, 3) Educational opportunities, 4) Safety and health situation, and 5) Travelability, using the measurement scale developed by Yoo and Chon (2008).

If you are a FILIPINO LIBRARIAN/LIBRARY STAFF AND HAVE ATTENDED THE PLAI CONGRESS 2013 (Iloilo), 2014 (Manila), Laoag City (2015) , and Davao City (2016) may we request you to answer the survey. We would appreciate your help and cooperation in this survey.

PLAI Congress 2015 @ PDI


THE PHILIPPINE Librarians Association Inc. (PLAI) with the National Commission for Culture and the Arts through its National Committee on Libraries and Information Services (NCLIS) and the National Library of the Philippines (NLP), will be conducting its annual National Congress on Nov. 24-27 at the Plaza del Norte Hotel and Convention Center, Laoag City, Ilocos Norte. 

This is in line with this year’s celebration of the Library and Information Services (LIS) Month.
This year’s congress theme is “Asean 2015: Borderless Librarianship, Limitless Opportunities.”

PLAI Congress 2015


The Philippine Librarians Association, Inc. (PLAI) in partnership with the National Commission for Culture and the Arts (NCCA) through the National Committee on Libraries and Information Services (NCLIS) and the National Library of the Philippines (NLP), will be conducting its annual National Congress on 24-27 November 2015 at the Plaza del Norte Hotel and Convention Center, Laoag City, Ilocos Norte.

This year’s Congress theme is “ASEAN 2015: Borderless Librarianship, Limitless Opportunities”. The Congress aims to prepare Filipino librarians in responding to the opportunities, challenges and limitless possibilities brought about by ASEAN integration.

In line with this, may we are invite you to attend this year’s National Congress. There will be parallel sessions to be sponsored by different local library associations to discuss topics relevant to different type of libraries (i.e. academic, public, school, and special). Moreover, a General Assembly will be held to present updates and provide a venue for discussion of concerns relating to the Association and to the profession in general.

PLAI 2009 Congress on November 25-27, 2009

The Philippine Librarians Association Inc (PLAI) in cooperation with the National Commission for Culture and the Arts (NCCA) and National Committee on Library and Information Services (NCLIS) cordially invites you to the National Congress on "The Promotion of Environmental Sustainability through Libraries and Information Centers". The Congress will be held on November 25-27, 2009 at the Heritage Hotel, EDSA, Pasay City.

The Congress seeks to
  • Form public awareness on the importance of environmental sustainability and
  • Make Philippine libraries, Filipino librarians and information professionals more cognizant of their role in promoting environmental sustainability.
In addition, the Librarians Day and General Assembly will be on November 27, 2009 12:00 noon and 3:00 pm respectively.

The registration fee is Php3600 inclusive of kits, conference papers (in CD format), meals, certificates and Fellowship Luncheon Ticket (Librarians' Day).

STRLC Delegates to PLAI-National Congress '07

PLAI-STRLC sponsored five (5) PLAI-STRLC officers who attended the 2007 PLAI-National Congress held at DLS-CSB Angelo King International Center from November 12-14, 2007. They were: Ms Jane Lantaca-Bebeng (Council Chair/NBOT Dir), Letran-Calamba; Ms Lourdes Soriano (Council Auditor), Laguna Provincial Library; Ms Milagros Pangilinan (HOD/Acting Treasurer), Cavite Provincial Library; Ms Adelina Esperante (NOMELEC), UPLB College of Veterinary Medicine Library; and Ms Theresa Zapanta (NOMELEC) PUP-Lopez. The sponsorship includes payment of seminar and transportation fee.

On the other hand, Mr Rene Manlangit (HOD/Vice Chair of National HOD) will be attending the HOD Meeting on November 14, 2007 at 8:00 am. He together with Mr. Marcial Batiancila and Ms. Charity Mahusay (both of SSC-Recoletos de Cavite) shall attend the GA in the afternoon of the same day.

Dear Colleagues:

We are pleased to invite you to attend PLAI's National Congress on November 12-14, 2007 at the College of St. Benilde, Angelo King International Center, Arellano Ave. cor. Estrada St., Malate, Manila with the theme "Developing Competencies: Challenges and Issues".

The National Congress is an activity of the PLAI for librarians and information professionals/ specialists and library administrators in celebration of the Library and Information Month, every November of each year.

We have invited PRC Associate Commissioner Nilo L. Rosas as our keynote speaker.

The objectives of the congress are as follows:

General Objectives:

• To enlighten library stakeholders on the issues facing the library and information professionals
• To harness the skills and capabilities of librarians and information professionals

Specific Objectives:

1. To enable participants in attaining and maintaining the skills and knowledge necessary for the current and future library work;
2. To assist the participants to look at their library environment and better understand the range of area that has to be enhanced;
3. To enable the participants to identify the skills that are used daily and to further widen the sphere of influence within and outside their organization.

The Conference fee is Three Thousand Eight Hundred Pesos (P3,800.00) inclusive of kit, seminar papers, certificate of participation/ appearance and snacks/lunches.
